Within this context and the Soviet–American competition to achieve European hegemony, the American preference to rely upon multilateral institutions and an unwillingness to flaunt international law was consistent with European sensibilities, although differences certainly existed at the margins of transatlantic diplomacy, particularly outside Europe.
