Part IV: Issues and challenges of migration and ethnicity in dealing with youth gangs In the last part of the book, we turn to questions about how to deal with gangs, be it prevention or repression. The similarity between the two last chapters may be a coincidence. They both stem from Scandinavia, and both discuss cultural phenomena of immigrant groups with a Muslim background. While the Swedish and Norwegian authors focus on police work, the second French contribution of this book turns to a different institution.
There are conflicts with shopkeepers, but these have more to do with inhibiting commerce than protecting turf. The Pakistani A and B gangs described by Lien (2005) are clearly not territorial. In fact, these gangs do not restrict their activity to a particular neighbourhood at all, as gang members often meet in restaurants or clubs outside their own neighbourhoods. The members from the B gang come from various suburbs, and are highly mobile, using cars to travel. Although the A and B gangs are not territorial, they are rivals and do engage in a considerable number of fights.
Social marginalisation theory is particularly appropriate for understanding the role of migration and immigration in gang formation (Vigil 2002), as it identifies the role of differences of language, ethnicity, religion, and other institutional affiliations in the isolation of individuals from the dominant society. Social marginalisation theory hypothesises that individuals who face multiple marginalising factors are less likely to be integrated into mainstream cultural values. As a consequence, these individuals and groups cannot integrate into the dominant practices and belief systems of the society and culture within which they reside.
