In the young days of Logical Positivism, phenomenalism was reduced to a method of correlating private sense data, and so ended in solipsism combined with a behaviourist account of the "experiences" of other people. But if phenomenalism be simply a theory concerning what we mean by "physical objects ", it is not debarred from accepting the possibility of constructive activity and intersubjective intercourse. It is only debarred from saying that we can talk significantly about what lies beyond any possible experience.
In the case of perception the data are intermittent, and the patterns in which they are related seem partially (at least in so far as perspective and proportion are concerned) to depend directly on changes in the percipient activity. On the other hand they cannot be summoned by deliberate effort to the same extent as thoughts can be; in other words, they are both less and more dependent on our voluntary activity than are our sequences of thought. I can think of St. Paul's Cathedral when I like.
Constructive activity" calls for some reference to purposive activity, and so for some kind of unitary character in a subject beyond the state of the present moment.
