McCulloch in his Account of the British Empire (1854) drew attention to the significance of this migration to the industrial towns on the western side of the country and also to the anxieties to which it gave rise. Within the last few years, however, an immigration has taken place into England, and also into Scotland, that has already had a great, and promises to have a still greater, influence over the blood and character of the people. We allude to the immigration of Irish, or Celtic, labourers into Great Britain.

In Chadwick's work, in the investigations of the local statistical societies and, after its formation in 1857, in the papers presented to the National Association for the Promotion of Social Science we find great emphasis placed on the collection and analysis of statistical data. Not everyone shared this enthusiasm. Writers like Carlyle and Dickens, resolutely opposed to the utilitarian priority of 'Fact', insisted that statistics ignore those things which cannot be measured. ' Carlyle exclaimed in Chartism.

This division is due partly to deliberate policy and partly to instinctive and tacit agreement between the two social groups . . In the centre of Manchester there is a fairly large commercial district, which is about half a mile long and half a mile broad. This district is almost entirely given over to offices and warehouses.
