Citizens had to organize, get influential people and entities involved such as politicians, the media, and other special interest groups including the National Association for the Advancement of Colored People (NAACP) and the American Civil Liberties Union (ACLU). In addition, they had to thoroughly understand the complaint and investigation processes as well as the politics within police agencies. Often times, they also had to operate within an environment of mistrust and poor race relations. Competency is still important, but well-structured processes can accommodate effective involvement by providing training and more importantly, allowing citizens into the inner workings of the police.
