Althorp, heir to the Spencer estates, seemed equally impervious to the lure of power; management of his horses at Althorp park was more to his taste. By the late summer of 1830, Reform became the issue of the moment, but most politicians, apart from the most die-hard ultra Tories and Radicals, were willing to let the Tories see it through.
Because the election committee, organised by Ellice and headed by Thomson, Duncannon, Hobhouse and Mulgrave, based its electoral strategy on a 'union of all Reformers',' Melbourne did what he could to stifle its efforts. '79 Mulgrave, however, was loth to discourage active participation by liberals and Radicals in the Whigs' cause. Instead, for example, he held out an olive branch to Durham, whose attempt to woo the Movement during a speaking tour in the North and Scotland had angered the Whig leadership by his promotion of further constitutional reform and his portrayal of the Whigs as anti-reforming in nature.
