The ‘‘old guard’’ of Betancourt’s Democratic Action (ad), Christian Democratic (copei), and Democratic Republican Unity (urd) parties were largely in exile while those younger party cadres still in Venezuela were battling the dictatorship on the ground and making corresponding strategic decisions.
