Despite an emerging and developing planning system (Rydin, 1993), inner city housing was often of very high density, and control on suburban development had been limited. In the period after 1945 the process of suburban expansion accelerated and threatened villages and countryside immediately adjacent to towns, providing the perfect context in which one shibboleth of pioneer planners could occur - the planned dispersal of urban populations. Dispersal was, of course, a physical strategy. It was intended to have two consequences.

First, the Buchanan proposals placed a heavy emphasis on private road transport; public transport and rail-based solutions were neglected. Second, pedestrian segregation created dead areas at night and motorway policies created physical barriers; the social geography of the city was altered. Finally, the creation of urban motorways gave further impetus to clearance policies. Properties were often scheduled for clearance years in advance of road construction, producing planning blight; in some cases, long-standing communities were destroyed (Grant, 1977).

By allowing markets to operate freely, New Right urban policy claims everyone will benefit in the long run through the trickle-down effect, the gradual percolation of economic benefits throughout society (Hayek, 1960). Firms may choose to leave urban areas initially but, as they find costs rising elsewhere and falling within cities, they will move back. Over time any unevenness will be eradicated by the natural ebb and flow of the market. Strictly speaking, any formal regional or urban policy would be anathema.
