Thus virtual schools tend to operate mainly in rural areas, although recently there have been some projects in North America aimed at students in urban schools as well, providing an alternative mode of study to face-to-face classes. In 2003 the US Department of Education Star Schools program listed 100 virtual schools, defined as those entities which offer courses designed for k-12 learners and which offer at least some Web-based courses. At the same time, the Ontario Institute of Educational Studies at the University of Toronto listed 24 public providers of distance education programmes for the school sector in Canada.
In the same year there were 86 students who graduated. The University of Phoenix (owned by the Apollo Group) provides standardized face-to-face programmes designed at their headquarters but delivered to over 100,000 students by contract faculty (usually working professionals) through local centres in most major cities in the United States. The University of Phoenix Online (UoPOnline), now a wholly Internet-based operation, started in the early 1990s as part of the University of Phoenix, and was spun off as a separate company within the Apollo Group in 1999.
