To share responsibility requires information, and my worry is that the information content of the prescriber is inadequate for such a proposal. If we consider important drugs, we now know the risks of many of those drugs, and that those risks are increased by poor prescribing. I should like to think that 'the public' includes the GP, who is a part of the public in this respect.

Historically, the origins ofthe environmental movement of the 1960s lie, in my opinion, in people's recognition that a sufficiently prosperous society could enjoy the benefits of industrial development without suffering the accompanying disbenefits. You could hope to build steel plants and paper mills without putting at risk the clean air and clean water that people commonly regarded as their birthright. At bottom, in other words, the environmental movement was born of a recognition that you could have your cake and also eat it provided that you were prepared to pay the price.

Everyone of the participants would agree that a pharmacologically active compound, a good pharmacologically active compound, has effects and sideeffects. Perhaps the sooner we get that across to the public, the better. How we do it I do not know. I do not know that I agree with Mr Maddox's suggestions. Time with the GP is one of the great problems and trying to explain to the patient would be very difficult. One way might be to take a lead from the cigarette manufacturers. I bought a packet of their tranquillizers last night which said, 'Cigarettes can seriously damage your health'.
