Waren im Jahr 1980 die Anteile an Sozialhilfe-Empfängern in Wilhelmsburg und Hamburg mit 5,9 bzw. 5,7% noch etwa gleich hoch, so zeigte sich in den kommenden Jahren eine deutliche Auseinanderentwicklung: 1987 erhielten in Wilhelmsburg 13,6% der Bevölkerung Sozialhilfe, während im Hamburger Durchschnitt deren Anteil zwar auch gestiegen war, aber im Vergleich dazu "nur" bei 9 Prozent lag.
Unterstützung, bei den Jugendlichen unter 20 Jahren war es sogar nur jede/r fünfte. Das bedeutet, daß rund 450 Jugendliche entweder durch Sozialhilfe, durch Unterstützung der Eltern oder durch andere Quellen ihren Lebensunterhalt bestreiten mußten. In Hamburg insgesamt waren fast 11000 arbeitslose Jugendlichen ohne Leistungsbezug durch das Arbeitsamt, das war ebenfalls jede/r zweite jugendliche Arbeitslose. Wenn man nur die Jugendlichen unter 20 Jahren betrachtet, erhält jedel r vierte Arbeitslose in dieser Altersgruppe Unterhaltsleistungen durch das Arbeitsamt.
Abgebrochen haben.
