Moreover, in many respects, the pressures and developments (both internal and external to the Community), which culminated in the 1986 SEA, originated in the 1970s. In terms of EC ‘institution building’, for instance, the 1970s witnessed the the creation of European Political Cooperation (EPC), the establishment of regular meetings of the European Council and the introduction of direct elections to the European Parliament.
